M = 12.4/74.5 × 1000 /289.2

M = 0.167 × 3.46

SO HERE NO OF MOLES  OF KCL

MOLES = MOLECULAR MASS /  MOLAR MASS

MOLES =  12.4 / 74.55

so moles = 0.166

now  moles / volume

so  0.166 / 0.2892(converted in litres) = 0.57M  

so your answer will be 0.57M.
