moles \:  =  \frac{given \: mass}{molecular \: mass}

moles \:  =  \frac{248}{31 \times 4 }  \\  =  \frac{62}{31}  \\  = 2 \: moles

answer is 2 moles. I multiplied 31 by 4 because the chemical formula P4.
