It does have to meet a certain average power requirement to make this lift, but that is a simple homework question in physics.

Now if you were to ask what the lowest power crane you could use to make the lift, there would be a definite answer, except for the fact cranes are designed with safety margins and must meet regulatory margins so you would have to state brand model and country/ state where it is operated to look up the specification of maximum safe operable power of the crane that was actually available for hire or purchase to do this lift.
