We know that
P = VI = I^2 = \frac{V^2}{R}
Also, we know that 1 h.p. = 746 W⇒ 3 h.p. = 3×746 = 2238 W
∴ P = \frac{V^2}{R}
⇒ 2238 = \frac{220^2}{R}
⇒ R = \frac{48400}{2238} ≈ 21.63Ω

Power = v²/R
where V is potential difference
R is resistance of wire
we also know ,
1 HP = 746 watt
so, 3HP = 3 × 746 = 2238 watt
now ,
Power = ( 220)²/R
2238 = 220 × 220/R
R = 220 × 220/2238 ohm
R = 21.626 Ohm
hence , Resistance = 21.626 ohm
