you didn't mention linear or angular. So, I am giving both explanations

Angular speed, ω = Angular distance/time taken
∵ minute hand cover 2π rad angular distance in 60 minutes .
so, angular speed = 2π/60 rad/min
= 2π/(60 × 60) rad/sec
= π/1800 rad/sec

Linear speed = ωr
Here , r = 4cm and ω = π/1800 rad/sec
∴ linear speed = π/1800 × 4 = π/450 cm/sec
