Velocity of light through the medium= That through vacuum/the refractive index of the medium. Hence in this case it is=3x10^8/1.5 m/s =2x10^8 3/s. So the time taken to travel 1m thickness of the glass is 1/(2x10^8)=0.5x10^-8 s=5x 10^-9 or 5 nano second.
