This is based on Heisenbergs uncertainty principle.
The Heisenberg uncertainty principle states that it is impossible to know simultaneously the exact position and momentum of a particle. The more exactly the position is determined, the less known the momentum, and vice versa.
∆x∆v>= h/4πm
Calculating we get
∆v= 1.75*10^28 m/s2
