general equation is :-
CH4 + O2 = CO2 + H2O
balanced equation is:-
CH4 + 2 O2 = CO2 + 2 H2O
therefore for 1 mole of CH4 , 2 mole O2 is needed and for 0.25 mole of CH4 0.5 mole of O2 is needed
and 1 mole of O2 = 22.4L O2
thus ,0.5 mole of O2= 11.2 L O2
