Given plane is

P:- 4x - 8y - 2z =  - 1

Since the required plane is parallel to the given plane , so its D.R. will same

so equation of required plane be

P_{1}  :- 4x - 8y - 2z + k = 0

The point  (8,-7,4) lie on  P_{1}

so,

 - 4(8) - 8( - 7) - 2(4) + k = 0

  \implies- 32  + 56 - 8 + k = 0

  \implies- 40 + 56  + k = 0

  \implies 16  + k = 0

  \implies k  =  - 16

So required equation

P_{1}  :- 4x - 8y - 2z  - 16 = 0

 \implies \: P_{1}  :2x  + 4y  + z   + 8 = 0
