This dialogue was spoken by calpurnia.
She wanted to say that whenever an ordinary man dies , there is no change in the atmosphere .
But when a brave and eminent man is about to die , nature and atmosphere depict his death much before (like by lightning , thundering or raining ).
On that day it had been thundering . That's why she said these lines.
