Can a base react with base or an acid react with an acid?

Actually they don't react but they combine each other in a definite proportion to form a new compound.
For example:
Aqua-Regia- This a compound which is combination of HNO₃ and HCl in the ratio of 1:3 which is used to dissolve noble metals like gold(Au) and platinum(Pt).
