yes we can make a black hole but in lab
according to prof.hawking
theoretical physicist Stephen Hawking proposed that not everything that comes in contact with a black hole succumbs to its unfathomable nothingness. Tiny particles of light (photons) are sometimes ejected back out, robbing the black hole of an infinitesimal amount of energy, and this gradual loss of mass over time means every black hole eventually evaporates out of existence.

In the universe the black holes are created by gravitational colllapse. This happens when an objects internal pressure is not enough to resist the objects own gravity. When huge stars die it usually results in super nova. In the core of the star which goes super nova there is a huge ball which consists mainly neutrons. If this ball of neutrons survives the super nova explosion it may become a black hole if the star is massive enough or it could also become a neutron star.
