Example

When two people are sitting in train moving at 40 km/ hr look each other seems to be in rest. But when a person outside the train he seems that they are in motion.

Yes a body can be at rest as well as at motion at a same time.

For example 

a person is sitting in a bus and one person is standing outside the bus. According to the person standing outside the bus the person sitting inside is in motion. But the person sitting inside can't say he is in motion.
