If a body is at rest, then that means that it’s velocity is not only zero, it is constantly zero. If the velocity is constant (zero or otherwise) and therefore not changing, then the acceleration must be zero.
This is the gist of Newton’s first law of motion. An object at rest will stay at rest until it is acted upon by an outside force. However, once a net force acts on a body at rest, only then will acceleration occur.
