Suppose you are sitting on a moving car.......

Now you are at rest with respect to the car while you are in the motion with respect to the road.

yes we can say that a body can be at rest and motion at the same time for example in a moving train when we are seating we are at rest with respect to the surroundings but respect with the train we are in motion because if train reaches to another station then we also reaches there it means we are in motion with the train but in rest with the surroundings .
