Yes this is possible.

One example for this is a car moving in a circular path of fixed radius worth no tangential acceleration.

We find that the car has a constant speed but the velocity keeps on changing at different moments because the direction of the velocity keeps on changing.

This change is direction causes the body to have variable velocity but constant speed.
