No, it can’t.

Charge on a body should be an integral multiple of 1.6 × 10^-19 C

Mathematically
Q = ne

For this body
n = Q/e
= (4.0 × 10^-19 C) / (1.6 × 10^-19)
= 2.5

2.5 is not an integer. Therefore a body can’t have charge of 4.0 × 10^-19 C
