Yes . it's possible for lr a body to have constant speed as well as variable velocity. a body moving on a circular path with constant speed that is undergoing a uniform circular motion has variable velocity. The direction of variable velocity change each moment and hence that velocity is not constant .

Yes if the body is travelling with uniform speed in a circular trick it's speed remains the same but the velocity is non-uniform as the direction of the body is changing every time .... :)
