can a body have energy without momentum.

If you consider the relation
K.E.= \frac{p^{2} }{2m}
then if we put KE =0 
then momentum will also be zero 
hence according to me it is not possible
But if we see for PE then it looks possible

Hence, the statement somewhat tends towards truth

Yes.Suppose take any body which is at rest.The body maynot have kinetic energy but it possess potential energy at rest.So energy is possible even without momentum.
