momentum depends on mass and velocity.and energy is the ability to do work.p.e isdue to state of rest,strain or position K.Eis due to state of motion.so a body cant have momentumwithout energy

No it can't have Momentum Without Energy.Infact there is no body which do not have energy in the universe.
