yes it happens when the object is in the free fall because, the initial velocity of the object is 0 but it falls down with a constant acceleration 10m/s².

Yes,a body moves with constant acceleration with zero velocity .When an object is thrown upward ,then at the maximum height , velocity of object is zero at that instant but it has acceleration due to gravity .
