Can a bulb glow when only one terminal of a cell is joined with a metal wire to one terminal of bulb?

no it can't. ..

because energy requires an round or circular path to travel...

it requires anode (positive terminal)and cathode (negative terminal)connected..

for circulation of energy... or .(battery)....
