Can a computer make decisions on its own when number instructions are given to it? Why

No. A computer can only make a decision if it has been instructed to do so. In some advanced computer systems, there are computers that have written the instructions themselves, based on other instructions, but unless there is a “decision point”, the computer will not act on its own volition
