can a fish in water see a bird vertically above it in the sky in its real height. why

No,a fish cannot see a bird in its real height. It is because the light rays from the object or the fish will travel to the bird but in between because of refraction the rays will bend and the fish will see the bird in some different place.

no it cannot see.. 
Due to refraction of light rays caused by water.
