Can a frame be created without the initial file name?

It depends: Yes for <FRAMESET> tag No for <FRAME> tag: If the source file mentioned with src attribute is not present then a message would be displayed: 'Files Not Found' If the src attribute of the frame tag is not mentioned then an empty frame will be displayed.
