yes it is possible # gootakhor , works for police doesn't wear glasses even water is too dirty #

Underwater, things are less visible because of lower levels of natural illumination caused by rapid attenuation of light with distance passed through the water. They are also blurred by scattering of light between the object and the viewer, also resulting in lower contrast. These effects vary with wavelength of the light, and color and turbidity of the water.
So, when we open our eyes underwater, incoming light rays are hardly bent, or focused, at all. The inside lens bends the rays a little, but it can't make up for the lost corneal refraction, so the light that reaches the retina isn't focused and the underwater world looks blurry
