Can a lady with blocked fallopian tube give birth to a baby? Give reason.

NO, as  if the fallopian tube of the lady is blocked, the sperm won't be able to reach till egg and fertilisation won't occur.

In this case, method of IVF(in vitro fertilisation) is used. The ovum is taken out of female body, fetilise which sperm in a test tube, let it develop a little into embryo then plant it in the woman's uterus. The baby is called test tube baby in this case
