For prove this, let us suppose that
A person is travelling in train and he is sitting without any virtue of motion. For him he is in rest but the person who is on the platform can see the moving train as well as the sitting person. Hence according to that the person who is on platform the person who is sitting is in motion but for the person that is sitting on train for himself he is in rest
This example shows us that this is possible that an object can be in rest or motion simultaneously

Yes . The same object can be in rest and in motion depending on the observer and the point of observation as motion is a combined property of the observer and the body which is being observed. For example : A man stands outside a moving train and notices the man who is moving in the train.He appeats to be in motion for him . But the same person appears to be in rest for the person who is sitting in the train.
