Answer: Very very low for a desktop PC. I can’t think of any story where that has happened. The large capacitors are there to prevent that, and it did catch fire it would more likely be in the power supply where the power from the wall is converted to 5 volts DC.
For laptops, the risk is increased because of the battery involved. A lithium ion battery is safe, just like in your phone, until the internal wall inside the battery is compromised. In that case, the transfer of energy from one side to the other will happen very quickly and when it does so the heat generated from the chemical reaction will go sky high and you have a process on your hands called Thermal Takeoff. Look that up on youtube. That’s one quick way to start a really hot fire—just stab a lithium ion phone battery with a knife. Just watch the videos of other people doing it. Not recommended at home.
