Answer: Very very low for a desktop PC. I can’t think of any story where that has happened. The large capacitors are there to prevent that, and it did catch fire it would more likely be in the power supply where the power from the wall is converted to 5 volts DC.

Look that up on youtube. That’s one quick way to start a really hot fire—just stab a lithium ion phone battery with a knife. Just watch the videos of other people doing it. Not recommended at home.
