For The Cabinet ministry, a person cannot become the minister if he is not an MP.
He can become a minister only if he is either a member of Rajya Sabha or Lok Sabha.
He can become the minister even if he is not an MP, only for a given tenure (like 6 months), but within 6 months, he has to secure a seat in Lok Sabha or Rajya Sabha to continue his ministry.
