No, as 20+30-40 is not equal to 2.

verifying by Euler's formula ..
faces + vertices - edges = 2


lets take L.H.S and R.H.S


L.H.S part
faces+vertices-edges
20+30-40
50-40
=10


L.H.S is not equal to R.H.S



therefore there is no polygon with 20 faces, 40 edges and 30 vertices.
