Can a quadrilateral ABCD be a parallelogram if
Angle A=70°and angle C=65°

The opposite sides of parallelogram are equal and parallel and so the opposite angles should be equal and that is a property of a parallelogram...
so angle A and angle C are opposite angles and should be equal , but here they aren't equal and hence the quadrilateral ABCD cannot be a parallelogram...

No, it cannot be a parallelogra if Angle A = 70° and Angle C = 65°

Because, sum of adjacent angle is 185° (5° more)
