Here's your answer

Yes

Yes a substance can be Lewis acid without being a Lowery-Bronsted acid  because the definition of a Lewis acid and a Bronsted-Lowry acid are slightly different. Bronsted-Lowry acid = any compound that is an H donor.

Yes a substance can be a Lewis acid without being a Bronsted-Lowry acid

Explanation:

Lewis acid-A substances which can accept a pair of electron inorder to form coordinate bond.

In solution free electrons will form a bond

HCl is an electron pair acceptor and is a lewis acid

Bronsted-Lowry acid = It is a proton donor(H⁺)

When dissolved in the solvent it will lose proton to the solution.
