can a tangent to a circle be draw from point P at a distance 4cm from the centre of a circle with a radius of 5cm?why?​

Steps of constructions-

1. Take a point O as a center and with radius 4 cm ,Draw a circle.

2.Take a point Point on  its circumference .

3.Join O and P.

4.Draw a perpendicular to OP at point P.

5.Draw line APB amking angle of 90∘ with OP,i.e.∠OPA=90∘.

Then APB is the required tangents.
