no it is impossible because H +ve ions and OH -ve ions can not realised together in aqueous solution

when electrolysis takes place
then hydrogen ions and hydroxide ions are produced.
if the water has any other salts
then they may also get decomposed into ions.
sometimes what happens is instead of hydrogen or hydroxide ions
one of ions of the salt get decomposed.
so the other gets bonded with either hydrogen or hydroxide ions.
so the compound in aqueous state exhibits acidic or basic nature.
