Technically, yes, but setting it equal to something will change it to an equation.

Like you could say 5x+4 as an expression, then x = 7, but saying 5x + 4 = 39 is no more an expression.

Unless the question is asking "can you solve an expression", which would be no because you can't solve unless you have two comparable values.
