No all government who contest elections cannot be called democratic

Explanation:

  • There are several nations that do not hold free and fair elections, which is the very foundation for country to be called a democracy.
  • For example, In 1980, Zimbabwe gained independence from White Minority control. The country has since been governed by ZANU-PF, the party which led the fight for independence. Since independence its chief, Robert Mugabe, ruled the country ZANU-PF has held regular elections, and has always won. President Mugabe is successful in elections but he still uses unethical practices.
  • In Saudi Arabia women are not eligible to vote. In Estonia, it has made the laws on citizenship such that people belonging to the Russian minority find it hard to get the right to vote. In Fiji, the electoral system is such that an indigenous Fiji's vote has greater value than an Indian-Fijian's.
  • To elect its President, Mexico has held elections every six years. The nation has never been under the control of a military or tyrant. But up until 2000 a party named the PRI (Institutional Revolutionary Party) dominated every election. Opposition parties contested elections but never succeeded in winning. The PRI has been known to use a lot of dirty tactics to win elections.
  • In China, after every five years, elections are held  to elect the country's parliament. The National People's Congress has the authority to elect the country's President. It has almost 3,000 elected members from all across China. A candidate needs the consent of the Chinese Communist Party before contesting elections. Also those who are members of the Chinese Communist Party or eight smaller associated parties is eligible to contest elections. The Communist Party also forms the government.
