atomic no of 10 is neon. it is a noble gas. no it cannot form a cation or an anion

No ! .. An element with Atomic no. 10 ( 'Neon' ) cannot form a cation .

The neon atom, a noble gas, has a completely filled valence shell with an octet of electrons. It cannot become an anion by accepting another electron. ... Hence, forming a cation by losing an electron is an extremely difficult task for it.

Elements which are metallic in nature, present in group 1/2/3 forms cation easily because of their lower ionisation energy compared to elements in higher groups.
