Born in Indian state of Bihar, Sinha joined IAS in the year 1960. Before joining the turf of politics, he completed 24 years of service tenure. Yashwant resigned from his post in 1984 and joined active politics by becoming a member of the newly formed Janata party. He became a Member of Rajya Sabha in 1988.
