Yes an object can be at rest as well as motion at the same time.For exampld In moving bus a passenger is at resg with respect to another passenger but he is in motion with respect to the people outside.

yes this is possible , when you will study relative motion .
example :- if you are traveling in the train . you are moving with respect to earth , but you are rest with respect to train in the same time .
