yes a person can also be in motion and rest at the same time. as we know that rest and motion are the comparative terms object in the rest can be in the motion if seen from the other body .

for example:• a person sitting in a train find himself in the rest but to other person who is outside train will consider him in motion.

•if you are sitting at home you are at rest but if anyone goes to other planet he will see you in continue motion.
