Can an object be at rest as well as in motion at the same time?

yes, a body can be in state of rest as well as in motion at the same time. A person moving in bus is in state of motion with respect to the observer outside the bus i.e. on the road,but he is in state of rest with respect to the observer travelling in the same bus

For your question the answer would be reference point.

If you consider a situation of us sitting in a chair and watching T.V, according to someone near you, you will be observed to be at rest. But according to some astronaut in space you will be in motion as motion of earth causes to make your rest to be observed as motion.

So two reference points have given two different results. Hence reference points play a vital role here.
