yes it can have westward velocity with west ward acceleration because the rate of change of velocity is called acceleration.To produce acceleration either the direction of the speed should change in tjhis case it is speed.if the speed continuosly changes with non uniform motion then they both can act in the same direction westwards

This can happen in case of friction on a slippery object or car slowing down for stopping.....then the deccaration actullay occurs in the opposite direction that to the motion...the velocity can be east ward and the accelaration is opposite... that is deccelaration is occuring
