Yes, an object can have constant speed but variable velocity.
Speed=Distance/ Time
So, if the body covers equal distances in equal intervals of time, its speed remains constant.
But,
Velocity=Displacement/ Time
So even if the body covers equal distances in equal time intervals ,its velocity may be variable sine velocity depens on displacement and not distance.If the body changes its tract ,its velocity will change though its speed may remain constant.
