( \frac{4}{7} ) {}^{3m + 6}  =  (\frac{4}{7})  {}^{ - 9}

3m + 6 =  - 9 \\ 3m   =  - 9 - 6 \\ 3m =  - 15 \\ m =   \frac{ - 15}{3}  \\ m =  - 5

m = -5
