no a foreigner can't be a citizens of india because he/she can't follow the rules and regulations of the people living in india and they are not having indian culture. ......

Yes, a foreigner can be a citizen of INDIA only if the foreigner is living in INDIA for more than Twelve years but the foreigner shouldn't involved in any illegal matter, if he/she is involves then it can't be.
