can any one explain this- Draw a circle with radius 4 cm.Now draw a set of tangents from an external poin P such that the angle bw 2 tangents is half of the central angle made by joining the point of contact to the centre ​

take radius of 4 cm using compass,draw it, extend the line of radius and take a perpendicular bisector so that u can form two tangents then join the two link connected from radius to the line P.
