Problems faced by the victims:

*No drinkable water.
*Limited or no food available.
*No power.
*Danger to life.
*Spread of diseases.
*Inability to reach out to all patients.
*Washed out infrastructure like roads and hospitals.
*Breakdown of all communication.

 Problems faced by the rescue teams:

·    Too many people to rescue.

·   Evacuation can be done little by little.

·   Arranging for immediate treatment of those affected.

·   Arranging for shelters.

·   Looking for the missing people.

·   Unpredictable weather conditions.

There are many serious problems are faced during a flood, both for direct affected and rescue operations.
While problems faced by victims are clear, there are many issues which can hamper rescue efforts. Most importantly, rescur operations are almost but impossible when the sunsets. You need high-end equipment, lots of manpower to continue in the dark but even then, efficiency drops by more than 50%.

If the flooded area is remote, mountainous, or somewhere with a small population, it takes time to get people, equipment and vehicles in time to reach the area.
