first you can use blue litmus to identify acidic solution. when you put the blue litmus into the solution and if it turns red then the solution is acidic. now that you know that the solution is acidic then you can use the litmus that changed to red to identify the basic solution. the solution that would turn the red litmus blue would be basic.

to identify distilled water you have to try both the litmus papers that you made with the help of blue litmus paper. the distilled water will not change the colour of either litmus paper.

the test tube which contains distilled water, the litmus paper will remain unchanged the acidic , the litmus will change from blue to red and the basic solution, also remain unchanged.
