Valence electrons are the electrons located at the outermost shell of an atom.

For example :

1. The oxygen atom, you can see that the outermost shell has 6 electrons, so oxygen has 6 valence electrons.

2. Neon's outermost shell has 8 electrons. Neon therefore has 8 valence electrons.
